The law 1

The bill says 1 voted on October 21st, 2008 in first reading to the National Assembly is a legislative text of reference meeting major and long-term environmental aims in the medium term.

The bill 1 which was voted on October 21st by the delegates rises from undertaken work one year earlier by the whole of the partners mobilized at the time of of the environment. This legislative text of reference is a law of guideline. On the one hand he recalls the broad objectives laid down on the long term by France concerning the reduction of the gas emissions to greenhouse effect and on the other hand he defines medium-term objectives on some key sectors like housing, transport, energy…

This text as that of 2 in preparation are in charge of implementation the operational of the proposals put forth by the whole of the partners implied in the debates of of the environment. The law 1 should be examined with the Senate starting from January 6th, 2009.

The broad objectives laid down for the long term are in particular:

• to divide by 4 French gas issuings with greenhouse effect between 1990 and 2050;
• to create a “green frame” on the territory to facilitate the circulation of the animal species and vegetable and thus to even maintain to support the biodiversity. These “ecological corridors” will be taken into account in the development of the future documents of town planning;
• to compensate for the biodiversity “to restore the payrolls of the species or varieties threatened and the surfaces of the mediums to which it was carried reached”;
• to bring the proof to each construction of new infrastructure “that a decision more favorable to the environment is impossible at a reasonable cost”.

On medium term, the measurements taken within the framework of 1 are in particular:

• obligation as from 2012 for all new buildings to forward a primary energy intake lower than Wh per square meter and a year;
• the construction of 2.m Novel Pathway shoed at high speed from here 2020;
• the installation of a éco-royalty for theheavy ones as from 2011;
• increase by 23% in 2020 on behalf of new energies in France;
• withdrawal of the market of the bulbs with incandescence as from 2010;
• the reduction by g per anybody and a year during 5 years of the production of household refuse to arrive from here 2012 at an overall reduction in 15% of the quantity of incinerated or stored residual waste;
• increase by 6% in 2012 and 20% in 2020 of the conversion of useful agricultural surface into agriculture .
